Handcuffs?

So the latest fuss in Canadian politics is that they've arrested someone who allegedly leaked the Conservative government's climate change plan. According to the Globe's article on the arrest, the arrested man - a temporary worker who is part of an anarchist collective - was led away in handcuffs.

Sure, the man deserves to be fired if he did what they say he did: leaking confidential information is uncool. And, I suppose, he might even deserve to be arrested, if he broke a law. But: isn't it overkill to put him in handcuffs? Did they think that he posed a threat if he wasn't cuffed? Or were they trying to set an example?
